ZADHR’s Impact on the Right to Health in Zimbabwe

The 2013 Constitution of Zimbabwe officially enshrined the Right to Health under Section 76, marking a significant victory for health advocacy. This was a result of sustained pressure from civil society organizations, including ZADHR, which played a key role in lobbying for its inclusion. However, despite this legal recognition, gaps remain in implementation, funding, and accountability.

ZADHR continues to hold the government accountable by engaging policymakers and ensuring that health-related laws, policies, and budgets align with constitutional obligations.

What We Do

1️⃣ Engaging Lawmakers for Policy Reform

We work closely with:
✅ Parliamentarians & Senators through the Parliamentary Portfolio Committee on Health & the Senate Thematic Committee on HIV/AIDS
✅ Ministry of Health & Child Care to push for policy improvements
✅ Civic organizations & communities to amplify voices on health governance

2️⃣ Strengthening the Health System

Our advocacy focuses on:
🔹 TB & Infectious Diseases Programs – Ensuring rights-based approaches
🔹 Health Rights Monitoring – Assessing government fulfillment of obligations
🔹 Legislative Reviews – Identifying gaps & pushing for reforms

What’s Working:


✔️ The Right to Health is constitutionally recognized (Section 76)
✔️ Legal framework exists through the Public Health Act & Medical Services Act
✔️ Increased awareness & advocacy by civil society

What Still Needs to Be Done:

⚠️ Weak enforcement mechanisms – Policies often remain unimplemented
⚠️ Limited funding – Healthcare budget allocations fall short of international benchmarks
⚠️ Gaps in access & quality – Especially in marginalized communities

ZADHR’s Role:
👉 Monitor & report on government compliance with health obligations
👉 Push for stronger legal enforcement of the Right to Health
👉 Advocate for increased health sector funding
